Our Team
The LRO will report to the Executive Director and will also work collaboratively with the President, Staff, and Board of Directors (Local Union Presidents & Executive) to protect and advance the rights & interests of the Members.
Responsibilities
The LRO will be responsible to:
- consult with Local Union Representatives and/or Members matters related to the interpretation and administration of the PEINU collective agreement;
- support and/or participate in individual member, local, provincial, regional, and/or national meetings, conferences, or consultations in accordance with relevant policies/practices or upon request of the Executive Director and/or President;
- maintain a case/grievance management and supporting LR documentation system (ie: interpretations, grievance files, agreements, settlements, arbitration decisions, etc.);
- attend and support Union education/training events and other Member engagement activities;
- provide regular updates to the Provincial Council (Board of Directors) and Executive Director with respect to local union-management relations, trends, and opportunities for improvement/advancement with respect to labour relations activities, member and union rep education/training needs, and the Union’s overall objectives and strategic plan;
- monitor individual member and local / worksite issues for trends that should be addressed through the grievance procedure, escalated as a Local- or Provincial- Union issue, or noted as a priority for future collective bargaining mandates; and
- support and manage all aspects of the grievance process, including conducting investigations, attending meetings, initiating verbal and written grievances, and making recommendations to refer grievances to arbitration, and consulting with external legal counsel as requested or required.
Qualifications
Applicants should identify the following qualifications as part of their resume and/or covering letter:
Education & Experience
- Considerable work experience practicing (or a suitable combination of related post-graduate education & work experience) in the field of labour relations and/or human resources in a unionized environment;
- Previous experience representing a Union or Employer in dispute resolution proceedings (such as grievances, mediations, etc.), disciplinary procedures/meetings, and/or arbitration or other legal/quasi-legal proceedings; and
- Considerable knowledge of, and experience with grievance management, including providing oral written interpretations and arguments, as well as negotiating and drafting contracts.
Knowledge, Skills, Abilities & Other Characteristics
- Thorough understanding and demonstrated working knowledge of relevant employment and healthcare legislation (PEI Employment Standards Act, Labour Relations Act, Human Rights Act, RHPA, etc.);
- Excellent interpersonal and client relation skills, with the ability to build and maintain professional relationships with both Labour and Management personnel;
- Experience and confidence speaking to diverse audiences about HR/LR, Healthcare, Labour topics;
- Excellent problem-solving skills, time and risk management, and attention to detail; and
- An advanced level of verbal and written communication skills for professional correspondence, including but not limited to: internal memorandums, interpretations, policies, verbal and visual (multi-media) presentations, video- & tele-conferences, various types of negotiations, contracts, and advocacy.
Additional Assets
In addition to the qualifications listed above, the following are considered as assets to the position:
- Knowledge of the procedures/practices and range of strategies (strengths and limitations) used in formal Labour-Management negotiations and/or experience participating in collective bargaining;
- Experience and/or education in HR Management, including but not limited to internal complaints & investigation, compensation & benefits, workplace culture, health & safety, policy development, training, research, governance, organizational structure/design, and change management; and
- Experience practicing in contract law, HR/labour law, or dispute resolution; and
- Additional training courses and/or certification(s) relevant to the position (Alternative Dispute and Conflict Resolution, Mediation, Roberts Rules of Order, Board Governance, etc.)
Note: Subject to the PEI Human Rights Act, the LRO must have (or be able to obtain upon appointment to the position), a valid PEI Driver’s License and reliable access to a personal vehicle, as well as proof of vaccinations that may be required in accordance with applicable CPHO orders/guidelines to attend Union meetings in public healthcare worksites and/or other locations (whether in- or out-of-province).
Terms of Employment
This position is available immediately and is being offered with preference to applicants interested in working on a Permanent Full-Time basis. (Applications for part-time employment may also be considered.) This position is not offered as a remote work or ‘work-from-home’ opportunity; the successful candidate will be expected to work at the PEINU Office in Charlottetown, PEI.
