Education Fund Committee Guidelines for Application
For the period July 2023 to June 2024
1. Applicants must be current dues paying members of the Prince Edward Island Nurses’ Union at the time of their application and on the date(s) of the Education activity, or on maternity/parental leave.
2. a) Members in permanent and temporary part-time positions may apply for Direct Costs for registration, course material costs, and annual subscriptions related to the professional practice to a maximum of $800.00 annually and for Salary Replacement Costs or Pay for up to 15 hours annually, subject to the criteria in Section 7 below.
b) Members in casual positions who have worked a minimum of 500 hours in the previous year (July 2022-June 2023) and new casual employees, who have worked a minimum of 300 hours in the current fiscal year may apply for Direct Costs for registration books and course material costs to a maximum of $800.00 annually, and for Pay for up to 15 hours annually, subject to the criteria in Section 7 below.
3. a) Applications must be received within 90 days prior to the start date of the Education activity, or up to 10 working days after the start date of the Education activity. Applications received beyond 10 working days of the start date of the Education activity will not be processed or approved. Applications will be processed until the fund has been depleted. Individuals are responsible for keeping a record of the funding they receive throughout the fiscal year.
b) Applicants enrolled in a Post-Secondary program, such as Masters, must submit their payment schedule and ensure the application for funding is received no later than 10 working days beyond the first payment due date. Applications will be processed until the fund has been depleted. Individuals are responsible for keeping a record of the funding they receive throughout the fiscal year.
4. Submission of Application: A separate application must be submitted for each Education activity for which funding is requested. The application and guidelines are available on the PEINU website at www.peinu.com. The Nurse Manager’s approval is required for all applications for scheduling purposes. After the application is submitted you will receive an email stating that the application has been received by the Education Fund Administrator.
5. Expenses, to a maximum of $800.00 annually. Cost for registration and course material costs related to the professional practice are eligible expenses. When claiming reimbursement for approved registration books and course material costs, the receipt must be in the member’s name. Payments will not be made directly to employers who have paid fees on their behalf. CNA certification/re-certification are eligible for the education year in which the certification may be issued.
6. Salary compensation, to a maximum of 15 hours annually as follows:
a) Full-time employees, whether they are working or not on the day of the Education activity, will receive salary replacement or may choose to bank this as time in lieu. At the time of application, they will be required to specify the date(s) they need to be replaced and this replacement must occur within thirty (30) days of the course date(s). If the Education activity is less than 6 hours’ duration, they may bank the actual hours attended, if the Education activity is between 6 and 7.5 hours’ duration, they may bank 7.5 hours, if the duration of the Education activity is more than 7.5 hours, they may bank the actual hours attended.
b) Part-time employees who are replaced on the day of the Education activity will be paid salary on that day and the employer will be eligible for replacement costs.
c) Part-time employees not scheduled to work on the date of the workshop will be paid salary for that day and the employer will be reimbursed from the education fund. If the Education activity is less than 6 hours duration, payment will be for the actual hours attended, if the Education activity is between 6 and 7.5 hours duration, payment will be for 7.5 hours, if the duration of the Education activity is more than 7.5 hours, payment will be for the actual hours attended.
d) Casual employees, who have worked a minimum of 500 hours in the previous year (July 2022-June 2023) and new casual employees who have worked a minimum of 300 hours in the current year will be paid salary for that day and the employer will be reimbursed from the education fund. If the Education activity is less than 6 hours’ duration, payment will be for the actual hours attended, if the Education activity is between 6 and 7.5 hours’ duration, payment will be for 7.5 hours, if the duration of the Education activity is more than 7.5 hours, payment will be for the actual hours attended.
7. Letter of Approval:
a) On approval of the application, the applicant will receive a pre-approval letter detailing the specific amount(s) of funding provided and the procedures for claiming expenses.
b) In cases where salary replacement, TIL or pay has been pre-approved, it is the applicant’s responsibility to provide their Nurse Manager with a copy of the pre-approval letter in order that backfill may be arranged and appropriate billing made to the fund. The Administrator does not provide copies of the pre-approval letter to the employer.
8. Claiming expenses: Upon payment of Education activity, forward the completed claim form and receipt for registration and course materials to the administrator at:

Claims, together with receipts for Direct Costs, must be submitted no later than 60 days following the completion of the course. For online courses, claims, with receipts, must be submitted within 60 days of the start date of the course. Claims received beyond the 60-day period will not be compensated.
The 2022-2023 Application Form for education activities occuring prior to July 1st will remain active until July 17th.
