Updated March 29, 2023
Premium extended until June 30th
We’re pleased to share that an agreement was signed on March 28, 2023 to extend the terms of the MOA (RE: Addressing RN Shortages in 24/7 Bed-Based Care Services) that would have otherwise ended on April 1, 2023. The MOA has now been extended until June 30th.
The Union would have liked to have an extension that would apply to the entire Summer Vacation Period (June 15th -Sept 15th). However, we want to acknowledge the efforts from HR/ELT at Health PEI in getting the interim approval in light of the complications/frustrations that have arisen since the election was called and government made the decision to impose their ‘caretaker period’ on Health PEI. This interim extension will as least see us through the election and the government’s ‘caretaker period’ (ie: until the results of the election are known & goverment gets back to work) … at which point Health PEI can also resume their normal processes and submit their requests for new/modified funding to the government (Treasury Board).
PEINU will continue advocating for a further extension to the premium for the remainder of the Summer Vacation Period. We will post another update to members when we have new information (ie: whether or not the MOA will be extended any further).
**Please Note: Any further extension of the MOA is subject to approval by government/Treasury Board. As a result, we are not likely to have an update until at least the end of May and possibly as late as mid- June.**
Frequently Asked Questions
- Q1. My Manager wants me to pick-up shifts now for July & August – will I get the premium?
A. At this point – No. - Q2. … why not?!
A. The MOA for the Premium expires on June 30th. It is possible that the premium could be extended but the Union (or your Manager/Payroll/Scheduler) cannot make that promise because Health PEI needs to get approval from government/Treasury Board.
From December 16, 2022:
New! Premium Rate for Working Extra Hours in 24/7 Bed-Based Care Services
PEINU is pleased to announce that an agreement has been reached with Health PEI to provide additional premiums to RNs working in 24/7 Bed-Based Care Services.
In addition to the existing terms of the collective agreement, RNs may be eligible for a Premium rate of 0.5x (ie: an additional ‘half time’ rate) on the extra hours they work between December 1st 2022 and April 1st 2023.
What does this mean?
For Full-Time & Part-Time Employees:
When you work extra shifts in the service areas identified by Health PEI and:
• worked less than full-time hours in the pay period, then
you will be paid the Straight time rate (1.0x) and an additional Premium rate of 0.5x… for a total of 1.5x your regular rate (aka: the Overtime rate).
OR
• worked more than full-time hours in the pay period, then
you will be paid the Overtime rate (1.5x) and an additional Premium rate of 0.5x… for a total of 2.0x your regular rate (aka: Double Time) for the extra shifts.
For Casual Employees:
When you work more than 50% FTE hours in a pay period, you will be paid the additional Premium rate of 0.5x on extra shifts worked in 24/7 bed-based care services … for a total of 1.5x your regular rate (aka: the Overtime rate).
Please Note: The information provided above is intended as a guide (an informal communication/resource) for members and shall not be binding on the Union or the Employer. Members should review the terms of Memorandum of Agreement (‘MOA’) signed on December 16, 2022 (RE: Addressing RN Shortages in 24/7 Bed-Based Care Services) for the detailed terms/conditions. The MOA will be available on the “Member Page” of the PEINU website.
